Elena Wilken

Elena brings 17 years of experience in Colorado politics and association management to the Housing Colorado team.  She is responsible for leadership on affordable housing issues; advocacy and legislative work; the Board of Directors; financial and strategic management and serves as the public face of  the organization. 

Prior to working with affordable housing, she engaged in transportation issues, managed logistics for a traveling bugle corps, baked bread, ran phones for a mutual fund company and produced title reports. She has an MBA at CU Denver and a Bachelors in Political Science from Penn State. 

  Rachel Massman

Conference and Event Manager

Background: Rachel moved to Colorado from Missouri in 2013 and started her professional career in the hotel industry. Including her hotel background, she also brings with her four years of event planning and membership experience in the non-profit and association sector. She is an active member of CSAE serving as a past co-chair of the Membership Committee and now as a member of the Professional Development Committee. 

Duties include: Manages all annual conference planning and logistics; manages all other event planning and logistics throughout the year; supports the conference, education, awards, and young professionals committees; assists members with event registrations. 


Dora Grace

Membership and Communications Coordinator 

Background: Dora moved to Colorado in 2017 after holding a variety of professional positions in New York City, including roles as a corporate executive assistant and digital media analyst. Her knowledge of affordable housing issues increased after volunteering with displaced survivors of Superstorm Sandy, and she is excited to contribute her skills towards supporting Housing Colorado’s mission.

Duties include: Providing resources and support to members; overseeing the annual membership campaign; managing communications, including newsletters, website content, and social media; overseeing membership database best practices and maintenance; providing onsite support for events.

Phillip Enmark

Office Administrator

Background: Phillip moved to Colorado from Minnesota in 1995 and started his career as an elementary school teacher. After 12 years, he left education and has worked in human resources, training, and office administration. Phillip has degrees in Education, Literacy, and Business Administration.

Duties include: Managing the office; organizing financial documentation; answering the main phone line; assisting with event logistics.



Sarah Riopelle
Marketing and Communications Coordinator

Sarah Riopelle is passionate about association management and communications. She has worked for the Muscular Dystrophy Association where she marketed educational programs for the Northern Colorado community. Prior to Housing Colorado, Sarah worked for the Financial Planning Association as the chapter relations associate where she provided communication and support to chapters across the county. Sarah has a degree in journalism from Colorado State University with an emphasis in public relations.
